  • Because in 2010, states were spending the heck out of "stimulus funds" and hiring people that the state budgets would not be able to support in 2011. Now, the budgets have been cut back, PLUS the stimulus funds are gone.

  • Folks - If you don't have the funds, you don't keep spending. It's not really hard, but apparently for some, staying within the budget is a real struggle.
